primary health networks

Primary Health Networks (PHNs) have been established with the key objectives of increasing the efficiency and effectiveness of medical services for patients, particularly those at risk of poor health outcomes, and improving coordination of care to ensure patients receive the right care in the right place at the right time. (www.health.gov.au)

Australia has been divided into 31 PHN’s and all are responsible for developing Regional Suicide Prevention Action Plans.

Lived experience has a critical role to play in these plans and in meaningfully engaging community members to inform, enhance and influence how suicide is prevented in their area.

How we are working with PHN’s

In order to support suicide prevention initiatives and the development of Regional Suicide Prevention Action Plans, Roses in the Ocean has been working closely with a number of Primary Health Networks across Australia, providing a range of services.

  • advisory service – who, when and how to engage lived experience people
  • consulting services – various approaches for implementation of lived experience
  • capacity building training – a suite of programs & workshops for community members with lived experience
  • lived experience reference/advisory groups – recruitment, screening and training
  • mentoring program – supporting lived experience people to play an active role in their community and PHN
  • facilitation – of community forums, consultation groups, priority population consultations
  • guest speakers – trained lived Voices of In-Sight lived experience speakers to attend events & forums

We are focussed on building a safe, trained and supported Lived Experience “Workforce” with the expertise and skills needed to bring the lived experience as a voice of change in all aspects of suicide prevention.


Overview of our work to date:

North Queensland PHN – Townsville Region

Late 2016 we began working with the Townsville Suicide Prevention Network who are responsible for the development of the Townsville Suicide Prevention Action Plan.  We presented to their network and then began the process of identifying lived experience people within their region to form a Reference Advisory Group:

South Eastern Melbourne PHN

Roses in the Ocean has been commissioned to provide services to ensure meaningful lived experience engagement throughout the two Trial sites of Frankston Mornington Peninsula and Dandenong.  Programs commence December 2017 in FMP, and consultation with CALD community organisations has commenced.

LifeSpan related PHN’s

Roses in the Ocean is working with the Black Dog Institute on the LifeSpan project in a lived experience advisory capacity and we sit on their Research and Advisory Committee.  We have been working with them on their Lived Experience Framework, and will be involved in the implementation of lived experience through their 4 trial sites – training due to commence in Newcastle and Illawarra March 2018.

WA North, WA South, Country WA PHN’s

Roses in the Ocean commenced work in Western Australia in November 2017 and will be involved in a statewide rollout of a lived experience framework, delivery of capacity building programs and provision of mentoring support.
